This Emerald theme is based on the Any Emerald theme. It looks best with GnomeElephant Marine-Blue icon-set and the Aurora GTK engine for the controls (see the screen-shot).

The icon set doesn't seem to exist anymore, the link returns "not found"

Great emerald theme! I'm using it with Nimbus-glossy-menus, and I have to say, it looks far better than anything I've come up with thus far :-P Keep it up!
