On tho bottom right of the window there are two buttons. One is: "Get New Login Screens" where you can browse and search your desired theme (NetLogin). The other is the "Install from file" button where you have to look for your downloaded NetLogin SDDM theme package and open it from the opened dialog. Both procedures will install the NetLogin to your computer. Then it will show up in the settings window and there you can select it to use it as a default.
If you are not using KDE Plasma then you have to install SDDM in your system. You can do so by opening a Terminal console and type in these commands one after another (omit the dollar sign at the beginning; it's a shell prompt):
$ sudo sudo apt-get update
$ sudo apt-get install sddm
if you do not have sddm installed yet, the installation of it will guide you through some text based windows, where you have to configure the SDDM manager. At one window you will be asked whether you would like to configure the SDDM. You have to choose . On some next window you will be asked to choose which window manager would you like to use to login by default. There you have to choose "sddm".
Then you have to manually configure some configuration files. If you wish to use the easiest way, you can install these packages in your system from a Terminal:
$ sudo apt install kde-config-sddm
$ sudo apt install systemsettings
Then you can run the configuration window from the Terminal by running this command:
$ systemsettings5
It will open the window mentioned at the beginning of this tutorial.
If you have some problems, just browse the Internet for some more specific information.
I hope you succeed.

I'm a huge fan of Sci-Fi concepts so I really like what you did!
I tested both versions but didn't see any major changes but font size.
I think you should port this concept for Breeze and/or Maui SDDM because those versions allow us to use pictures. Sometimes I create multiple users for testing and after some months of inactivity I tend to forget the exact same username. In this concept of yours, we have to enter our username manually. Using Breeze/Maui we only have to worry about entering password.
Well, that's my humble opinion. I'm also doing some Sci-Fi on my spare time. Are you thinking of doing Sci-fi icons too?

I plan to make a support for user list "the pictures with the user names", but it will take some time to implement it.
And the answer to your last question; I don't plan to make an icon theme. I was thinking about to create one but it is very time consuming and recently I am studying programming computers.
