well I guess by "window title bar" you mean the window borders/decoration which are part of the theme and if you'd read the description you'd know that the uploader is still working on the icon set.... - Jun 06 2010

i assume you also need the emerald themes and the rest is not complete because it doesn't include window borders. therefore it wont come up in theme selections but you can customize the changed theme to use it's window content - May 11 2010
